I dont know if this has been covered.... On a local machine.....
create server > choose map > play in console: sv_cheats 1 > bot -team blu -class soldier (replicate this a number of times for blu and red) > bot_mimic 1 > sv_cheats 0 > retry This restarts the level with cheats off (and achievements on) and all the bots are still there.
