If it's an AMD dual core box, you should install some patches from
http://www.hardforum.com/showthread.php?t=983781 .

I'm running 3 server instances (32-slots) on a dual core AMD box with
no problems since the first beta version. No timeouts at all. I give
all the srcds processes High priority class and also boost system
timer resolution. It's Windows XP SP3 box with 4 GB of RAM.

Servers run with fps_max 60 and one of them has tickrate increased to
100.

I also recall that affinity settings have no effect since one of the
updates.

The only issue I have is increasing Private Bytes memory usage. It
starts with 200-250 MB and after 3 days becomes 500 and 900 in about a
week. I now have a custom watchdog which tracks process memory and
sends "exit" via rcon so that the servers are restarted automatically
when they become too greedy (it also can suspend shutdown until
servers run low players in order not to abort games in the busy times
+ jabber notifications + logging + killing nonrespinding servers +
some other features).
