Do you mean blocking someone in the steam community? If they keep 
recreating accounts, report them to steam support - from what i've heard 
they're usually very good with dealing with these people. Other than 
that, I don't think there's a way to block-by-ip from the community, 
unless you are talking about a server, in which case JDoc is right
