ah this one! The game sound fx volume is independent of the voice recieve
volume, they are on separate tabs in game.
Each client needs to have their windows microphone volume set correctly
(this can be fiddly with some sound card drivers) and their voice transmit
and receive volume set to maximum. If you turn down the game sound fx, it
wont affect the voice receive volume.

Ive found, if you can hear some people in game, its usually because they are
using a crappy mic which is not set up properly. If its a stand mic, make
sure its as far froward as possible and that the speakers are as far back as
possible, to prevent everyone hearing the in game sounds thru their mic.
