Not sure about win32, but on linux you have to explicitly say -norestart to
stop auto-restart

Ive been having a similar issue where suiciding (exploding specifically) on
custom maps causes the server to restart. Whats especially odd about this is
that the server starts itself up again and autorestart or autoupdate is not
currently enabled!
