The ban on Counter-Strike in Brazilian stores had some effect because as Nevermore said, kids (and a lot of adults too for that matter) don't have international credit cards so they can't buy the game through steam. If Valve could setup some kind of local payment would be great...
But legal pub servers still get pretty crowded.
