The ban on Counter-Strike in Brazilian stores had some effect because as 
Nevermore said, kids (and a lot of adults too for that matter) don't have 
international credit cards so they can't buy the game through steam. If Valve 
could setup some kind of local payment would be great...

But legal pub servers still get pretty crowded. Some brazilians ISPs have over 
20 pub servers each and they are full most of the time.

If people cannot afford the game, then they shouldn't be playing it;
whatever country they live in. I want a ferrari, but I don't go and steal
one from the show room.
You say that you are trying to change things. This is good, but if you keep
running a nonsteam server, then your efforts will be useless, because people
will always keep playing there.

I'm sure that valve try to get their games everywhere to reduce
this behavior, but just because the games still cost more (or whatever other
reason) does NOT give people the right to download the games illegally.
