This looks like a problem with hlsw, it doesn't happen with normal Steam serverbrowser.
I started a vanilla win32 cs 1.6 server, connected a vanilla hltv to that server and was able to see both and connect to both with no problem through Steam. All was ok with the in-game serverbrowser as well.
