Has anyone else been seeing this? WARNING: Player doesn't have a team desired - match making bug? CreateFragmentsFromFile: 'downloads/2140aa17.dat' doesn't exist.

I'm unable to host listen servers for some reason, so I'd like to have my own server via dedicated server, but within a couple seconds of hosting, it's full. I'd like a way to make it so that it will only be joinable if I'm the lobby leader or something similar. Alternatively, a fix for listen servers would be nice.
