Right before this update, my 16 public servers were full. I did a shutdown, updated the servers, and waited for the existing games to finish. After they did, I started my server up in the exact same manner I had earlier, but now my servers lie empty. My server.cfg only sets hostname and rcon_password. I tried connecting to one of my servers through the console and it worked fine. As soon as I connected, other people started connecting, so I quit. I watched the console and the game filled and later emptied; then stayed empty. I do NOT set sv_steamgroup and sv_steamgroup_exclusive and checked they're both at the default of empty and 0, respectively. I took a look at the server browser and found 60-70ish servers in the Internet tab. Every single one of them was non-empty. But there were several hundred in the custom tab, almost all of them empty. Including my own servers.
