Many people are having the same issues as you. My servers were also full most of the time until a couple of days ago. I'm sure Valve is working hard on the problems, and they will let us know ASAP when there is a fix.

Second question: I was going to implement the new GroupID setting on the servers.. but it seems like the GroupID has vanished from the Group admin page as of today! It was there last night.
