As it's not been made explicit: are you talking about left4dead or some other game? If it's left4dead, which doesn't have 3rd party admin mods yet, you can set sv_steamgroup to the value of a steamgroup you control access to (you can get the group ip from the admin page on steam community) and set sv_steamgroup_exclusive to 1. Setting exclusive _should_ stop your server appearing if it's empty and you're not in the steam group. Once at least one player has joined, the server is visible to all, and this feature isn't completely implemented yet, so exclusivity isn't guaranteed. If you're not using left4dead, there's bad news and good news. The bad news is that that feature doesn't exist, the good news is there are any number of third party admin mods that will do it for you. :)
