[hlds] Question about logs

Hello,
 
i have two questions about logging:
 
1. what exactly does "sv_logdownloadlist" mean? Servers don't have a help
text about it.
 
2. Is it possible only to log to UDP and nothing else? not to file, not to
console, only to udp? If yes, how?
