It seems like you have a lack of decent dedicated servers, and another
server seems like it would help if there are none in your area/city/country.


Or it could be that you just use randomjoin ala matchmaking in which case
I'd advise you type openserverbrowser in console and LOOK for servers that
have good ping and free slots. 
Matchmaking with sv_search_max_ping 100 works to.
