Wikipedia is a webpage about rumors, so please don't count it as fact. The 0/1 is about the auth server. Long long time ago, before Steam, there was WON. There were two WON servers for authentication, east coast and west coast. The authentication was very simple and not secure, two players were able to play with the same CD key at the same time, they only needed to block on of the WON servers.
