STEAM_X:Y:Z

There can be same Z by different Y, and they are just different steam
accounts, and both do exist, and can play on the same servers. If you are
talking about the wikipedia page which said that there can't be two SteamIDs
with the same Z and different Y, then it was just wrong.

STEAM_0:0:1 http://steamcommunity.com/id/zoe/
STEAM_0:1:1 http://steamcommunity.com/id/erikj/

STEAM_0:0:2 http://steamcommunity.com/profiles/76561197960265732 (actually
just didn't setup a SC profile, but do exist, you can click on add to
friends list)
STEAM_0:1:2 http://steamcommunity.com/id/alfredr/

STEAM_0:0:3 http://steamcommunity.com/profiles/76561197960265734
STEAM_0:1:3 http://steamcommunity.com/profiles/76561197960265735

and this continue and is still the same with today steam ids.
