This is probably due to the recent content server issues. The steam 
binary is very slow for me recently too.

Try creating a file named "Steam.cfg" (caps count!) in the same folder 
as the steam binary with the following:

PreferredContentServerIDs = "141 78 79"

Where 141,78,79 are content servers to attempt to use.
