I had the same problem! To fix it I added this command line to the server.cfg
director_no_human_zombies 0 Since my group only us it for vs I also removed co op from the gametypes sv_gametypes "versus" I worked fine when i made these 2 changes. If I start a lobby on any campaign. Type in the search_key then start the game it start insistently. If I start a VS lobby then type in my search key when I start the game it times out every time.
