The problem I have, is when these team scrambles look at the current 
gaming session only.  This misses the boat often when it's done shortly 
after some top players just joined the server and are at the bottom of 
the list.  I think a good and more accurate team scramble should be 
integrated with a stats application, which is tracking the skill level 
of players over time.

At the same time, you still have to account for the players that have 
had time to accumulate stats for the server, and those that recently 
just started playing.  So, you'll definitely want to base this on a 
formula with ratios and percentages.  Also, the stats application should 
be tracking not just frags, but also other class strengths that help the 
team, like spy saps, scout bonks, etc.
