There is a plugin that does exactly this I recall. I'm not going to go
hunting for the link since the SourceMod site's search works well
enough, you can do that on your own.

That, or use a cron plugin (or an actual cronjob if you're fiesty) to
change the mapcyclefile at certain times of day.
