The percentages that are sent are the percentage that is done when you are beginning to download the file that the percentage is in front of. Not the percentage of what is done after the file has completed downloading. I have never seen a 100% using the update tool (though, it may just be that I'm not paying attention?). If you get the connection reset by peer message, just run the -verify_all option as was mentioned before to make sure that everything is correct. The update tool will generally tell you that everything is up to date and give you a list of version numbers for the executables, protocol, and content if it doesn't give you the 10054 error.
