It's your server. You can ban anyone for any reason. Besides, it does give someone an unfair advantage, just as if they used a setting to remove foliage in some games, or to set the graphics at a level that gives them an advantage over other players by use of cvars. Personally, I don't know why people would play like this. They might just be trying to compesate for a small penis.
