I have always used Gametiger.com to see if my servers are reporting
properly. If they appear in their list, then I believe they are reporting as
they should be. Here's the address to confirm it's an issue on your end and
not something with STEAM or something else outside your control:
http://www.gametiger.net/search?address=

Enter your IP and port and see if it comes up for you. If it's not there,
it's not reporting.

It's possible you and your admins aren't seeing the entire list. A lot of
home routers/modems will barf after a few hundred.

The master server returns servers based on IP address. For example if your
ip is 74.x.x.x, you will see 74.x.x.x servers first and then 73 and 75, etc.
