That's not how I read it. He says:
"if you are receiving this error ... then you must delete your
clientregistry.blob and then update."

Notice how "and then update" comes after deleting the blob. So I would
assume the updated update tool resolves this problem.

No it's not that at all. He says if you get that error due to the  
update then delete ClientRegistry.blob.
