Item drops occur on all TF2 servers. I don't think you can disable them at all, unless if you do whatever trick to disconnect your server from the Steam cloud. This happens naturally sometimes with the friends network goes down, you get the in-game message about not being able to use backpack items. I don't know how to do it manually though. I don't know why you would want to, either.
