I have been unable to reproduce the problem on our end. If you have additional details that can help us diagnose the issue, please let me know.
Here's the command line arguments I used for the server: -console +sv_search_key xxx +map c5m1_waterfront Both sv_allow_lobby_connect_only 0 and 1 function as expected and I have been able to successfully connect first client and then second client both with "connect address" and from lobbies with search key. If so you'd need to change it to 1011. That fixed it up for me. (You need to do this on most updates).
