Maybe that's related to the whole "*Heartbeat is disabled* (usually
developer or cheats is on)" message.

What I read that message as is: "Heartbeat is disable when developer mode is
on, or sv_cheats is set to 1". That makes me think that the heartbeat
command (at least on clients) won't work unless developer mode is on or
cheats are on, so some boolean value is swapped.

That or that error message should say "usually developer or cheats *isn't*on".
