If you are not running HiResTimer or srcdsfpsboost, then you are not seeing the true amount of CPU usage in task manager (assuming a windows server). I kinda doubt that valve included any code to trip the windows high resolution timer, but if they had, you would instantly see a huge jump in cpu usage, since task manager would then be able to report the actual cpu usage of srcds. I do not believe that a HighResTimer or fpsbooster service is required in Windows Server 2008+, Windows Vista, or 7, but Windows Server 2003 and below need to have one running to get true cpu stats involving srcds.
We haven't noticed a CPU usage jump from srcds since the update that made bandwidth usage more efficient. The likely culprit would be that valve changed something that caused a plugin to get borked and use more CPU (this is only a wild theory, and may not even be technically feasible, but it's the only thing I can come up with).
