Hopefully this will all be solved when it moves to OB.... there should a bit 
more flexibility with the OB engine to stop this stuff going forward

Few solutions, disabling rcon (blank password) or only allowing access to
rcon via specific IP using iptables (Linux) or whatever firewall you use on
Windows...

Looks like it requires CSS to be running to work and its most probably
hijacking their decryption routines used by the source engine... maybe if
Valve disabled client side plugins it wouldn't be a problem....
