If you had the problem you probably installed the new engine stuff over the old stuff. this certainly wont work.
save your configs and make a clean install using the hldsu.t.

PS: for the windows servers I use a batch file (so you only need to run that batch to update your srcds in no time)

content of such a batch:

cd path\to\your\hldsupdatetool
hldsupdatetool -command update -game "Counter-Strike Source" -dir path\to\your\server
pause

Subject: [hlds] CSS Server Problem!?

Hello,

I have the following problem with my CSS Dedicated Server and I hope that I
can get any help here.

So my Server runs since 1 year, but now since the Counter Strike Source
Update was released by Valve, he doesn't work anymore. He says that I sould
update the Server. But as I read on sites, I used the HLDS Update Tool to
update my Server via the update command.

Then a new window opened, the setup for HLDS Update Tool. I clicked me
throug that setup and when I finished, nothing really happened. So I run CMD
Console again with the Update Command. But then only the Setup window came
up again. From this point I had no idea what to do and so I'm writing you
here with the hope that someone can help me?

Greets, Lars Behnke
