Ok I will look into it. It seems like this should work.  I can confirm it
works when running the server from the desktop, just not in TCAdmin.
TCAdmin support of course will not help me with this issue, even though it
seems apparent in only their panel.  If someone has working TCAdmin config
for setting sys_ticrate, please let me know.
