It's very likely that English isn't his first language so no need to demean him.

Anyway, to add a little more to the previous response, most web hosting
accounts don't allow you to run processes such as a game server. Typically
they only give you the ability to use a tool call cron to periodically execute
a script and often the script will be killed if it runs longer than 30 seconds
or uses more than a set amount of CPU time.

Bascially, when you rent a host, it can be one of the following types:
- Web hosting: only allows you to host a web site/html files
- Game server: a single game server instance usually rented on a per slot basis
(like say $1-2 US per slot). You are typically prevented from changing the
start up command line of the game server and the core executables. However,
the game server usually requires very little administration as the hosting
company manages most of the difficult setup like the OS install and game server
software.
- Virtual dedicated server: Usually rented on a per core basis ($30-50 US).
One core might allow you to run 1 or two game servers. Typically, you have
full control over how the server is used and what you run on it much like a PC.
The servers are virtually sliced from powerful hardware like a quad core xeon
based host which may provide 4-8 cores for 4-8 virtual dedicated servers.
- Dedicated server: like a virtual dedicated server but you are renting the
entire host and it's real hardware (not virtualized). This is typical $150 US
or more.

For example, see http://www.nfoservers.com as they offer all of the above.

So if you have just a web hosting account, you won't be able to run a game
server.
