[hlds] Release: Forlix SrcDS Manager (Windows service)

I've released my SrcDS Manager service, which I've been using for over 
half a year now to automatically restart crashed and hung servers and 
keep them up to date.
It's been tested on Windows 2003 with CS:S and TF2 servers. If anyone 
gives it a try on Windows 2008, let me know if it works.
