Basically, the lower you go the laggier it'll be. Setting update/cmdrate 
low will at least make the lag 'smoother':

sv_maxupdaterate 10
sv_minupdaterate 1
sv_maxcmdrate 10
sv_mincmdrate 1
sv_maxrate 5000
If that's too laggy set maxrate a bit higher. It might stand going lower.
