I've been seeing pretty much the same result here, my server is ether empty, or has 1 or 2 people join it, and due to the lack of other players on the server, they leave pretty much instantly. My server used to fill up pretty quickly before around a month ago, but the server has been pretty much empty since the past few updates that made my server fairly unstable. The only way I can get a full server now is by being one of the first servers to get a mandatory srcds update.
My server ranking also seems to switch between: Game server authentication: SUCCESS! Standing: Good. Trend: Slightly Upward and Game server authentication: SUCCESS! Standing: Good. Trend: Downward Fast.
