When you click 'browse servers' on TF2, in the bottom left hand corner of the window is a box, which is usually checked, it says underneath 'simple view'. Simple view, narrows the list of servers down to the ones which run the fastest, are anti-cheat (VAC), and are the optimal conditions for playing. Usually this means that they are well known and trusted servers.
When I say adding the server, I mean find your ip address (go to www.ipchicken.com) if you don't know it, then copy and paste it, or write it into the box, after you right click in the 'favourites' tab, and click 'add server by ip' button. Then, after entering ip, click 'find games at this address'. and if your server comes up, right click it, then click 'add server to favourites'. If you uncheck 'simple view' it shows all the servers running in the entire world, and should take some time to fully refresh, so if you scroll down there somewhere, yours might be there. However, most dedicated servers don't show on the master list, unless they are optimal conditions. This is nothing to worry about, and nothing you are doing wrong. Hope this helps.
