Well it's really not a question that is easily answered. While in normal terms of speech the terms are easy. When it comes to valve servers and valve terms it's far from a simple explanation as the other guy said.

There have been many "Required" updates that don't seem to matter. You can ignore the update and your server will still let people in that are using the auto join and show up in the internet server tab listings. Granted it is smart to update, but if it is a required update and still lets people join when the server is not updated, but the client is then was it still required?

Also if you don't want all the emails join just hlds_announce.
