Is this a Windows server?  The most common cause of that problem is that you 
have an old version of the steam client installed somewhere on the box, that 
has not been updated recently.  The server is using the steam binaries from 
that client, instead of the ones that ship with the server.

Try either deleting that client, or updating it.
