Sounds like some sort of order of operations problem in your config. You need to make sure those convars are set before your server starts up. Look in the log near the time your server starts, if it had the credentials set at the time the server went to logon, it should have a line saying as such.

What's interesting is when I do a cl_gameserver_list it shows everything as registered and trending upward fast for that server, however we never get quickplays on it.
