Try using this.
hldsupdatetool -command update -game "Counter-Strike Source" -dir
C:\CSSServer
I believe Counter-Strike Source must be in quotes.

that my update tool is in. Anyway, another window pops up, text
appears, but before I can read it the window disappears and it doesn't
