You can run a server via steam, with the "-steam" option passed to srcds.

The server will actually load all the valve files directly out of the .gcf 
files managed by the steam client. One never runs hldsupdate in this case, just 
quit the server and let steam update TF2 (open/close TF2, then re-launch srcds).

You can't run multiple servers that way, though, just as Steam doesn't let you 
launch multiple copies of TF2 simultaneously.
