Perfect!

Added the following line to my server start batch:

REG DELETE HKCU\Software\Valve\Steam\ActiveProcess /v SteamClientDll /f

The /f flag allows the operation to complete without prompt.

I can now freely start my client and server in harmony. Thanks for the help!
