It sounds like he already tried that, but again, it won't let you block
stock weapons.

The TF2 Wiki has the perfect thing:

(There is a reference whitelist, which can be easily edited to
dis/allow any and all items in the game. You can then use it on your
server.)

Hey there,
I'm trying to create a server configuration for the "Ready Steady
Pan" TF2 tournament that the TF guys were awesome enough to link to
earlier today [1].
The tournament entails not using stock weapons (pans, food items,
rocket jumper, sticky jumper, Jarate), but the
mp_tournament_whitelist cvar seems to work by rolling the banned wep
back to the stock equivalent. As such, blacklisting the bat currently
replaces the scattergun with the scattergun: which isn't ideal.
I could probably circumvent most of the weapons by enabling Mediaeval
mode, but that would disallow the rocket jumper/sticky jumper.
Is there a way to do this without third-party mods? It would be much
easier to get people to run the matches on their own servers if
everything could still be contained within the .cfg files.
Apologies if i'm not meant to send this to hlds; a quick Google
doesn't show up anything, and I'm not sure where else to ask.
Thanks!
