[hlds] L4D Server setting - how to choose custom campaigns

I have several addon campaigns on my server. If I switch to them via 
console, they work fine. If, while in game, I call a vote to change 
campaign, I only see the stock campaigns. Is there a server setting I am 
missing that prevents the addon campaigns from showing up in the list of 
available campaigns?
