Most likely the map isn't merged with 2 gamemodes. Mvm map is new for
sure but it might not be the same map that halloween event is based on.
Or then it is. No way to know.

Propably just koth_bandlands_event or koth_sawmill_event. 100% sure it
is koth though.
What you need is registered server and run a halloween map to eglible
for "halloween" traffic. Thats like it was last year.

Seeing as how they haven't made a big deal about it, I'd assume just having
your server registered/on Quickplay will allow your servers to have gift drops.
