This is the first time I've heard of sv_shutdown.
Might be nice if some servers scripts were rewritten to send this to the
server (like Nemrun on Linux) instead of forcing a restart after updating.
Of course, it doesn't help Windows servers since things like DLLs can't
be overwritten while the server is running.

servers to avoid booting all the players off the moment an update is released.
They can keep playing, and we don't reboot the server until the server drains.
The timeout is used to make sure the server will eventually shutdown, even if
it isn't empty, so you don't have one or two stragglers keeping the server
pinned to the previous version, where it won't receive any more players.

I'd speculate it means, in the future they want to ensure people cannot exploit
loopholes by not restarting?
