SourceMod has a built-in admin API. The admins.cfg and admins_simple.ini files are loaded by admins-flatfile.smx. SourceMod Core doesn't grant any admin permissions, it relies on plugins to do so.
You may be interested in the SQL admins system that is distrubuted with SourceMod in the plugins/disabled folder.
