Sorry, looks like I made a mistake and it didn't make it into the depot 
yesterday.  It should ship with both the client and server.  I'll get that 
fixed in the next update.

In the meantime, I put them up in our CDN so people could test them out:

I think it's on client-side. Do you have checked your client installation for 
this file? Maybe it is better for valve, when they deploy all files for server 
and client together but only seperated by platform.

On my Windows server, I can't find any vpk.exe. I did a steamcmd validate to be

My Mac client got one, in Team Fortress Beta/bin/vpk_osx32, though it crashes:
