I'm not an authoritative source in the traditional sense, but having attempted to run large-scale TF2 events in the midst of an endless, inexorable, inscrutable update schedule, my money's on "decent chance it'll happen at the worst possible hour on March 24th, with increasing odds it'll happen after March 24th every passing day."
So.. there's that. I'd advise you to plan ahead and have contingencies in place but I guess your options in this case are somewhat limited. Sorry..
