These basic questions are better answered on the SRCDS.com forums. There are a bunch of things that could cause this and a forum is the bnest place for this. Do a post there with all the details of your install and you should get the help you need. On a side note, the first thing to check is your command line and how you're starting the server. My guess you have that wrong. Good luck.
