FWIW I've seen this with Opposing Force also on linux. The first run
doesn't even install the valve content. Run Steamcmd again and it brings
in the valve folder, run it again and it brings in the gearbox folder.
It looks like it installs in stages, and can't install successive stages
in a single run.
